IPL machines could be imported from overseas for as little as $8000. They are never registered, as required, by the Therapeutic Goods Administration, which regulates the supply of therapeutic and medical devices.
Because there is such intense competition, people are looking for very, very cheap machines and providing cheap treatments and promoting it for inappropriate treatments.
A recent survey of laser and IPL devices found that fewer than half were actually registered on the Australian Register of Therapeutic Goods, which lists equipment that can legally be imported, supplied or exported.

The illegal importation or supply of medical devices that are not registered attracts penalties of up to 12 months’ jail and an $110,000 fine for individuals and a $550,000 fine for companies.

Can Acne Scars be reduced?

The diagram below shows a cross section of a typical example of acne.

Acne occurs when tiny oil glands in the skin are over active, typically dead skin cells block the top of the skin pore and the oil builds up. The blocked pore becomes the perfect breeding environment for bacteria and the pore becomes infected and inflamed.

IPL light targets the acne (the heat generated by the light in this case not only degrades the oil gland but also destroys the bacteria). A typical filter used would be a broad filter of 420 nm – 1200 nm.

Melanin is a brown substance in the human body which causes hyper-pigmentation, usually the result of sun damage or ageing etc. As we can see melanin sits in the upper layers of the skin.

What is the basic usage principle of IPL?

When using IPL we consider the condition we are treating, or trying to eradicate (whether this is unwanted hair, unwanted pigmentation, broken capillaries etc.), as the target. We apply filters to the light the IPL equipment is emitting (420 nm – 1200 nm) to reduce the wavelength range of the light.

For example if we use a filter with a range of 640 nm – 1200 nm it will block all light wavelengths 420 nm – 639 nm, letting through only 640 nm – 1200 nm. This particular filter is used when hair (the bulb or root at the base of the hair shaft) is the target. The reason we filter out certain wavelengths is because they have no effect on the target, so leaving them in has no benefit, we leave only the wavelengths that focus on the target.
